This video is gonna show you how to remotely shut down another computer on your network:

The step-by-step pictorial instructions are as follows:
First, open cmd and type net view. This has to be done in order to view the computers on your network.

You will receive the names of the computers present on your network.
Then, type shutdown -m \\computer name -s(or -r or -l)

-s for shutting down the computer
-r for restarting
-l for logging off
